role PURPOSE

The PIIA Manager oversees leadership in the development and strategic oversight of Plan International Guinea's programme Impact and influencing work in a program impact and influencing area.

The position holder ensures Plan International's programme and influencing initiatives meet highest levels of technical outcomes, produce results for children, and particularly girls, and contribute to the achievement of Plan's local and global strategic plans. S/he oversees the annual program & influencing process, monitors progress towards the achievements of CS goals as well as global strategic goals, and defines measures to ensure Plan International's programme & influencing work is effective within the area of jurisdiction, and puts the organization's global programme & influencing approach into practice, whether in humanitarian or emergency circumstances. S/he works proactively to engage all important stakeholders around one integrated vision for the realization of children rights and girls equality in Guinea

Dimensions of the Role

The PIIA Manager is the local representative of Plan International throughout the geographical sphere of the PIIA. He / she is a member of the Extended Executive Team of the country (ECMT); he / she works under the supervision of the Head of Program Operations. He / she manages and facilitates the implementation of influence programs through transformative gender projects in line with the Country Strategy, and which contribute to advancing children's rights as well as equality for girls. He / she manages and contributes to the development of skills of PIIA staff and partners

Accountabilities

Strategic Planning and Programming and Influencing

  • Ensure PIIA influencing work is done with youth, women and marginalized groups
  • Participate and contribute to the development and review of the Country Strategy
  • Ensure the respect and application of the organization's policies in the PIIA (Gender and Inclusion, Child Protection and Safeguarding, Gender Transformative Programming and Influencing, PQP, etc.)
  • Participate in the Annual Planning and Budgeting process
  • Participate in the Annual and Quarterly corporate reporting process
  • Ensure that all PIIA projects are implemented using a gender transformative approach

Operational Planning

  • Ensure regular monthly monitoring of all SAP indicators for the PIIA.
  • Ensure a regular monthly follow-up of all active projects as listed in the Q Report
  • Organize a participatory annual review of all projects
  • 100% of approved projects are gender-transformative
  • 100% of approved projects PQP are compliant
  • Develop a PIIA annual plan in line with the CO's management objectives

Grants Management

  • Oversee active reporting (narrative and financial) process in a timely manner
  • Grant-funded projects are implemented according to approved timelines

Partnership Management

  • Ensure close monitoring of all implementing partners
  • Oversee the partnership review in the PIIA and conduct partnership surveys
  • Participate in partners' capacity assessment, and development capacity building plans
  • Contribute to the continuous strengthening of the capacities of implementation partners

Sponsorship

  • Ensure Sponsorship integration in Programs
  • Ensure the PIIA is compliant with our corporate sponsorship commitments
  • Ensure that 100% of communications items are produced by the PIIA
  • Pay regular visits to sponsored children and families

  • The PIIAM manages a large team. Excellent team managing skills and efficient communication are crucial for the job holder to succeed. Supporting the development of country colleagues to build a high performing team will be crucial to the success of this role.
  • Plan International Guinea's programme portfolio is steadily growing, the right staffing, skills set and delivery mechanisms will need to be in place to ensure timely and effective portfolio management that meets the requirements of all stakeholders.
  • Overseeing Program and Influencing operations in a complex and insecure environment will require the PIIAM to be a strong leader, critical thinker, team player and sound decision maker.Communications and Working Relationships:

  • University degree (Master level II) with background in Development Studies, Management, Social Sciences or related area
  • Understanding of country's development issues, trends, challenges and opportunities and implications to community development
  • Demonstrated experience as a development professional in planning, monitoring, evaluating programs and managing pool of technical support
  • Networking experience with development organizations in the country and at the international level
  • Proven experience in a similar managerial level position in a reputable international organization
  • At least 7 years experience in related managerial position with solid supervisory and support skills
  • Understands Plan International's work, and implements processes and practices that support achievement of organisational objectives
  • Good understanding of field realities
  • Speaks, reads and writes English.Behaviours/skills
